1. What is JBCC?

Joint Base Cape Cod (JBCC) is a full-scale, joint-use base home to four military branches and commands including the Massachusetts Army National Guard at Camp Edwards; the Massachusetts Air National Guard at Otis Air National Guard Base; the 6th Space Warning Squadron phased array radar site at Cape Cod Space Force Station; and the U.S. Coast Guard at Air Station Cape Cod and Base Cape Cod. It encompasses 22,000 acres across four municipalities: Bourne, Mashpee, Falmouth, and Sandwich. Approximately 15,000 acres constitute the northern training area, while the cantonment area comprises the remaining 7,000 acres to the south. The cantonment area is used for training support facilities such as training simulators, hangars, and support facilities for the commands, including housing for military families managed by the U.S. Coast Guard.

2. Who is MassDevelopment?

MassDevelopment is the Commonwealth’s development finance agency and land bank. MassDevelopment is empowered to acquire and redevelop federal, state, and blighted properties to maximize job creation, expand the local tax base, and increase the production of housing consistent with local economic priorities. The agency has a strong record of catalytic development projects, including the redevelopment of Devens, a former Army installation in north-central Massachusetts. Nearly 30 years after the base’s realignment, Devens is home to nearly 1,000 residents and 100 businesses, nonprofits, and government organizations that employ approximately 10,000 workers.

3. Why is MassDevelopment involved in JBCC?

MassDevelopment has a long history of work at JBCC, including the development of the 2013 JBCC Master Coordination Plan, which provides the foundation for the work MassDevelopment is undertaking today. In addition, Chapter 48 of the Acts of 2014 authorizes MassDevelopment to directly receive divested property at JBCC in cooperation with JBCC, the Commonwealth, the Massachusetts Military Asset and Security Strategy Task Force (MASS-TF), and other stakeholders to support JBCC’s effort to reduce its footprint and the state-wide effort to increase housing opportunities.
